In the landscape of Defense Logistics Agency (DLA) contracting, technical compliance is non-negotiable. One of the most rigorous hurdles for new contractors, or established vendors moving into new National Stock Numbers (NSNs), is First Article Testing (FAT). Understanding the nuances of FAT can be the difference between a successful contract execution and a costly termination for default.
FAT is the process of testing and evaluating a "first article"—the initial unit of production—to ensure it meets all technical requirements specified in the contract. DLA uses FAT to minimize risk before full-scale production begins. It ensures that the contractor is capable of producing a product that complies with all specifications, drawings, and performance standards.
There are two primary modes of FAT: Government-Tested and Contractor-Tested.
Submitting a physical unit is only half the battle. The accompanying Test Report is often where contractors fail. Every data point required by the specification must be present, verified, and correctly formatted. Discrepancies in documentation are the leading cause of FAT rejection, regardless of the physical part’s quality.
